NSF Requirements:

The National Science Foundation (NSF) has issued a revised Grant Proposal Guide including their guidelines for meeting requirements imposed by the COMPETES Act.  The university is required in each NSF proposal to “complete a certification that the institution has a plan to provide appropriate training and oversight in the responsible and ethical conduct of research to undergraduates, graduate students, and postdoctoral researchers who will be supported by NSF to conduct research. … NSF also will modify its standard award conditions to clearly stipulate that institutions are responsible for verifying that undergraduate students, graduate students, and postdoctoral researchers supported by NSF to conduct research have received RCR training.” The announcement from the Federal Register, with some background on comments received by NSF is athttp://edocket.access.gpo.gov/2009/E9-19930.htm.  The revised guide can be found in its entirety at http://www.nsf.gov/pubs/policydocs/pappguide/nsf10_1/nsf10_1.pdf.   A frequently asked questions (FAQ) document prepared by NSF is at http://www.nsf.gov/publications/pub_summ.jsp?ods_key=rcrfaq
